Configure Targets for Healthcare Productivity

1. Configure the Function Access Profile (FAP) to give access to target management as follows:
   1. Click Tap Main Menu  > Administration > Application Setup > Access Profiles > Function Access Profiles. 
   2. Select Manager—System Configuration.
   3. Select KPI Builder Setup.
   4. In Target Management > Healthcare Productivity Target Management, select Allowed in Access Scope.

      Note: For more information about access settings, see Configure Access to Healthcare Productivity.

2. Configure Work Units.

For Healthcare Productivity, configure variable and fixed healthcare productivity targets for work units.

1. Select Main Menu  > Administration > Application Setup > KPI Builder > Target Management.
2. Create or edit a target as follows:
   • Create: Click Tap Add . 

     Select Healthcare Productivity Target.

   • Edit: Select a target. Click Tap Edit .

     In Save Changes to, select one of the following:

     • Save changes everywhere that the named entity is used — Save the changes to all current targets.
     • Save as a new named entity — Save the changes as a new target.
   • (Enabled only for expired targets) Delete: Select an expired target. Click Tap Delete .

     Caution: You cannot delete a target once it is created and saved. You cannot delete a target that has not expired.

3. Select one of the following Healthcare Productivity Metrics:
   • Paid Amount: Cost
   • Paid Hours
   • Productive Amount: Cost
   • Productive Hours: Only Productive Hours is shown in reports.
   Caution:

   To calculate productivity metrics accurately, make sure that the following are configured:

   • Days and hours of operation are defined for each facility or department. Departments inherit hours of operation from facilities. See the Configure Hours of Operation topic.
   • Full-time equivalent (FTE) hours are defined for the work units; see the Configure Work Units topic.
   Caution:

   • Changes to the metric apply to all targets that are associated with the metric.
   • Changes to target values make immediate changes to the underlying metrics and cause automatic recalculations to the effective date.
   • Changes are updated in all new reports.

   Note: These metrics populate the Daily Productivity Trend 14 Days Report.

   The Name of the target is created automatically from the work unit code and the metric. The name is unique, and you cannot edit it.

   Example: If the work unit code is ABC-ER-105 and the target uses the Productive Hours metric, the target Name is ABC-ER-105 Productive Hours.

4. (Optional) Enter a Description.
5. Select the work unit as follows:
   1. Click Tap Select Work Unit.
   2. Select one Work Unit.
      Caution:

      The combination of work unit and KPI or metric must be unique.

      You cannot select a work unit of the type Combination.

   3. Click Tap Apply.
6. Variable Targets:

   Note: If you use targets, you must configure either variable or fixed targets, or both.

   1. Create or edit a variable target as follows:
      • Click Tap Add .
      • Select a target. Click Tap Edit .

      • Caution: You cannot delete a target once it is created and saved. You cannot delete a target that has not expired.

   2. In Effective Date, select the date when the target becomes active. Alternatively, you can select the Beginning of Time.

      Caution: Only one target can be active during a time period; do not overlap the dates of targets.

   3. Select the Expiration Date when the target expires and is no longer active. Select Forever (internally, the value is 1/01/3000) for a target that never expires.

   4. In Pay Period Ratios, enter both a Default Value and Alternate Value.

      The Default Values and Alternate Values are shown side-by-side in the targets calendar with the Alternate Values in parentheses. Example: 8.00 (9.00).

      The value can have up to 6 decimal places.

   5. In Daily Ratios, enter a daily ratio for each day of the week. A ratio defines targets against percentage KPIs.
   6. Click Tap Add or Update.
   7. Repeat for another variable target.
7. Fixed Targets

   Note: If you use targets, you must configure either variable or fixed targets, or both.

   1. Create or edit a fixed target as follows:
      • Click Tap Add .
      • Select a target. Click Tap Edit .

      • Caution: You cannot delete a target once it is created and saved. You cannot delete a target that has not expired.

   2. In Effective Date, select the date when the target becomes active. Alternatively, you can select the Beginning of Time.

      Caution: Only one target can be active during a time period; do not overlap the dates of targets.

   3. Select the Expiration Date when the target expires and is no longer active. Select Forever (internally, the value is 1/01/3000) for a target that never expires.

   4. Only for Productive Hours:

      An Adjustment Flag modifies how the system generates the Fixed Target Value for the Productive Hours (daily or pay period) metric.

      Select one of the following:

      Blank (default): No adjustment to the target hours The difference between actual and target hours for employees who work according to employment terms. Example: A contract employee is paid for the target 40 hours a week even if they work fewer or more actual hours.; add fixed hours to any variable hours.

      Y: Deduct actual non-productive hours from the fixed target hours of the work unit.

      F: Set the target hours to equal the actual productive hours worked.

   5. In Daily Targets, enter both a Default Value and Alternate Value for any number of days of the week. The value can have up to 6 decimal places.
   6. Click Tap Add or Update.
   7. Repeat for another fixed target.
8. Click Tap Save.
